What is JCAP?
JCAP, or the Jail Chemical Addiction Program, is an innovative and evidence-based rehabilitation initiative designed specifically for individuals incarcerated in county jails who are struggling with substance abuse disorders. The program aims to interrupt the cycle of addiction and criminal behavior by providing targeted treatment, education, and life skills training within the secure environment of the jail.
Who Does JCAP Serve?
JCAP is intended for inmates in Noble County Jail who have been identified as having a chemical dependency or addiction problem. The program is open to adults who are willing to participate in a rigorous educational program. Many of these individuals have histories marked by trauma, poverty, and repeated involvement with the criminal justice system. Because of the intensity of this program classes are kept small with a maximum of 15 inmates per class. Most likely, all participants will be Noble County residents.
Where is JCAP Conducted?
JCAP will be implemented within the Noble County Jail, utilizing dedicated spaces for group activities, counseling, and educational workshops. The program's secure and controlled setting provides a safe environment for participants to focus on recovery, away from external triggers and negative influences. Most education and professional services will be conducted inside the jail. Our community partners will receive a background check and training before providing services to JCAP participants.
Why is JCAP Essential for Noble County?
JCAP is more than a program—it’s a lifeline. Substance addiction is an epidemic that devastates families, undermines public safety, and drains county resources. Noble County, like many communities across the nation, faces a crisis in its jail population. According to the National Institute on Drug Abuse and the Bureau of Justice Statistics:

When Will JCAP Be Delivered?
A vote for Shane Coney is a vote for JCAP. As the acting Jail Commander, Shane Coney
successfully implemented Kosciusko County’s first JCAP program from 2018-2021. The program received national attention, and a documentary series was released by DreamOn Studios. These videos can be viewed on YouTube and share personal stories of inmates who were granted a second chance through the JCAP program. How Will JCAP Work?
Comprehensive Assessment: Every participant will undergo a thorough screening process to determine the extent of their addiction and their suitability for the program.
Structured Curriculum: Over the course of three to four months, participants will engage in daily group therapy sessions, one-on-one counseling, addiction education, and relapse prevention workshops. The curriculum incorporates proven techniques, including cognitive-behavioral therapy, motivational interviewing, and peer support.
Life Skills Training: JCAP goes beyond addiction treatment. Participants will learn practical skills such as budgeting, job readiness, parenting, conflict resolution, and communication. These tools are vital for successful reintegration into the community.
Aftercare and Reentry Support: Upon completion of JCAP, participants will be connected with community resources, and support networks to ensure continuity of care. The program collaborates with local employers, housing agencies, and case managers to help graduates transition smoothly out of jail.
Family Engagement: Families play a crucial role in recovery. JCAP offers educational sessions and counseling for loved ones, fostering healthier relationships and creating a network of support.
