I had the privilege of hiring Shane Coney back in November of 1999, bringing him on as a jailer at the very beginning of his career in law enforcement. From day one, Shane stood out—not just for his work ethic, but for his character, integrity, and commitment to doing the job the right way.
Over the years, I had the opportunity to work alongside him and watch him grow into a seasoned, respected law enforcement professional. Shane has always led by example. He treats people with fairness and respect, understands the importance of accountability, and never loses sight of the responsibility that comes with serving the public.
As a retired Sheriff and an Army veteran, I place a high value on discipline, leadership, and service—qualities that Shane has consistently demonstrated throughout his career. He understands both the operational side of law enforcement and the importance of community trust.

“My name is Kyle Dukes. I was born and raised in Noble County and am a 1995 graduate of East Noble High School. I started my law enforcement career at the Noble County Sheriff’s Department. My father, Doug Dukes, was also a two-term Republican Sheriff in Noble County. I completed 24 years in law enforcement- 2 as a reserve deputy for the Noble County Sheriff’s Department, 18 as an Indiana State Trooper, and 4 as the Sheriff of Kosciusko County. After being elected Sheriff, it was quite apparent that Shane Coney was being sought after by many newly-elected Sheriffs. After meeting with Mr. Coney on numerous occasions, it was obvious that he demonstrated the qualities necessary to become a great leader in my administration team. Mr. Coney accepted the position of Jail Commander for the Kosciusko County Sheriff’s Office. He inherited a jail that was overcrowded and understaffed. As Jail Commander, Mr. Coney helped facilitate and grow the JCAP (Jail Chemical Addiction Program) in Kosciusko County. He cooperated alongside our JCAP Coordinator to involve community leaders in supporting and mentoring inmates in the program. Partnering with the jail ministry team to assist and encourage inmates was another priority of Coney as Jail Commander. Mr. Coney also worked very closely with the local judges, prosecutors, and work release director to lower the jail population. Shane Coney earned the respect and trust of his jail staff. Being an administrator is not an easy role, and many tough decisions need to be made. His decision-making was always based on what was morally, ethically, and legally, correct. Mr. Coney was “not in it to make friends,” but rather to run a well-managed jail properly under Indiana law. Noble County will always be considered “home” to me, so I don’t make this endorsement lightly. I encourage you to support Shane Coney for Noble County Sheriff. He values honesty, integrity, teamwork, and has the experience necessary to make the Noble County Sheriff’s Department a premier law enforcement agency.”

No Sheriff succeeds alone. It takes a strong team. I’m honored to introduce the person I have asked to serve as Chief Deputy. The choice was easy based on his work ethic and service to Noble County. Deputy Todd Weber has over 25 years with the Noble County Sheriff’s Department.During his time there he has served as Confinement Officer and Sergeant in the jail. He has over 20 years working as a Merit Deputy where he has received training in just some of the following areas: • First Line Supervision, Mastering Leadership Skills (PATC) • +Smart Certifications (Cell Phone Investigations – PATC) • Crime Scene Investigations (PATC) • Forensics 101 (ISP) • Motorola CPS Programming • Computer Forensics (PATC) • Criminal and Detective Investigations (PATC) • Investigative Techniques Using Social Media (PATC)Over the years Deputy Weber has led with an IT mindset, supporting growth in law enforcement by using new and available technology.In 2018, under Sheriff Doug Harp, Deputy Weber served as project manager of the Spillman project that brought all police agencies in Noble County under the same records system. This system streamlined information sharing, which was a critical need for everyone involved in public safety. For this accomplishment Todd was awarded “The Distinguished Service Award.” This award has only been earned two other times. Todd is a problem solver. He is ready to step up to the frontline. We know what a strong, united Sheriff’s Office looks like, and we are ready to put in the work to bring that back for the people of Noble County.
